This is verifiably false. Russia has a larger military now than when the war started.

A general gave testimony in congress a month or so ago saying that Russia was stronger militarily in everything but tanks. They lost more 1960's era tanks than they have been able to replace with new stuff. They have more of everything else than when the war started and they have over 400,000 more soldiers who are now being trained by people with combat experience instead of just old corrupt oligarchs.
