I’m somewhat in the same boat. Fully vaxxed people don’t have to wear masks at work while unvaxxed are auppose to wear them. However, management is forbidden from asking people if they have been vaccinated. So I just don’t wear a mask.

Is your buddy’s HR in violation of HIPPA by requiring the vax card be shown?

I tell my FFs at work that if they want to "identify" as vaccinated then I am good with that. Our rules are if you are vaxxed then you don't have to wear the masks out in public, if not, then you have to wear them. I don't wear one anymore on calls or out in public. Especially after Fauci's emails being exposed, F wearing a mask anymore.
