NOLA teen who murdered Linda Frickey had a previous carjacking case dropped
The title says it all. The horrific death of Linda Frickey would not have happened if DA Jason Williams had not dropped the case against the feral 17-year-old who dragged her and ripped her arm off during the carjacking this week. NOLA is lost. The criminals and feral animals who should be incarcerated or punished for crimes walk free.
These circumstances around this heinous crime make me irate. It should have been avoided.

You pretty much nailed. As the victim/plaintiff, I would think his state of residence is a proper venue. Jurisdiction is likely laid out in the pleading if it is publicly available yet.
