He did that numerous times. I recall a meeting a couple years ago where he met with State leaders and he warned them not to get in bed with China, in any context, China was handing out deals that were too good to be true.

In any event, this has popped big enough that he ought to address it, IMO. Given how poorly Trump chose most of his appointments, nothing would surprise me.
