So, the filings had to go up because the government stole your money throughout the year to fund all the FDR programs. Then, if you wanted any back, you had to file to get a refund.

Do you think that the income tax would have ever really become what it is today if every taxpayer had to pay all their income taxes when they filed? Big NO, the income tax would be a tiny percentage today if not for the 1943 Act.
