If there's one thing that you would think would cause someone to really look at the truth, it's a significant injury to your own child. He has the resources to be able to stand up against them if he desired to do so. I think that's a very low chance, but something like this could open his eyes.

They aren’t the only ones. The epa recently published a list of cybersecurity requirements for water production facilities. A judge just put a hold on them because the EPA has no authority to make such rules.

TLDR warning - in summary the federal government is full of morons who screw things up.
the epa made these rules unilaterally without any input from the major water groups like the American water works association (AWWA). Associations like awwa make a lot of the rules for water and wastewater treatment. 7 (I think) of these groups immediately sued the federal government to stop the rules from going into effect. They were joined by a bunch of states and municipalities. Rules were released in March so it took a few months to get them out on hold.
I personally know one of the cybersecurity experts who advised the epa on this. He loves to tell you about his work “on the hill.” This guy has no idea what he is talking about in relation to water facilities. He suggested that if a utility has multiple water production facilities that they should be considered a large provider. So if a utility operates two plants and each one serves one neighborhood they are a large utility and have to meet all the cyber requirements; even if they produce 20,000 gallons a day. This stuff is totally cost prohibitive for small utilities. But maybe that’s the idea. For reference I would say a big plant is over 20 million gallons a day. I have designed several facilities that treat 50MGD. They get much bigger than that. The one in Chicago treats like a billion gallons a day.
And the examples they use for “incidents” as to why this stuff is required are laughable. The one is the article above is that a guy who was fired kept his computer and turned off some equipment. Another common one was a guy who got fired in SW Florida who hacked into the SCADA system and changed chemical feed settings. What they don’t tell you is that he hacked in because the password to the system was “password” and they never changed it. They also don’t tell you that the plant operator on duty saw the change, fixed it and nothing happened. They also don’t tell you that the system in question can’t even feed chemicals fast enough to cause a threat to people. The worst thing that could happen is the water tastes bad so people wouldn’t drink it.
