That's essentially what it is. Of youre a stud on a mid level P5 team you transfer to OSU or Bama because they have more draft picks in the last few years than anyone. Look at this kids top 3. Clemson, Bama and OSU.

If youre a backup on a loaded team you transfer out after 1 or 2 years. Original team loads up on bigger classes the next year.
