In that article the writer states the fuel valves for homes were welded shut by the fire.
There is no way possible for a fuel valves on the outside of homes to have gotten so hot as to weld themselves shut.
Even inside a home it'd be unlikely although possible if some other material that is highly combustible and burns hot caught fire and fell on the valve. Outside that just doesn't happen
