Also since Clinton accelerated outsourcing to govt in the 90s, I’d expect the majority of fed workers are contractors and the contracts most likely spell out remote work.
I’m for making workers come back to cull the workforce. Probably same needs to happen for contractors. At some point though need to start back up the remote, or move the HQ of these institutions to smaller Midwest cities with LCOL.
