The Congress will take the easy way out of this they always take. They will pass an Omnibus bill telling all the agencies they have the legal authority to write the rules. Simple one page piece of legislation.
Of course, I haven't read the decision so there could be something in it prohibiting Congress from doing this. Actually working, debating, writing laws, etc. is not what they get elected to do. They say that is but #1, #2, #3 ... # infinity reason is to "fill their campaign and personal pockets".
