Congress has the authority to tax and SPEND under Article I section 8 and created CMS to spend and provide for the general welfare under that authority.
It’s pretty clear cut that CMS has the ability to require that of their contractors. People that don’t want to comply can find different jobs and companies can simply not accept the contract if they have an issue with it.
The Congress shall have power to lay and collect taxes, duties, imposts and excises, to pay the debts and provide for the common defense and general welfare of the United States; but all duties, imposts and excises shall be uniform throughout the United States;
To borrow money on the credit of the United States;

Limits symptoms. People with less severe symptoms typically require less resources for treatment. Those saved resources can then bee put towards others and their care as just won common cents example.
