How true. It's also ingrained in gov't employees and bureaucracy to always put everything in writing. They can't do anything without a memo. Email makes it that much easier to put incriminating stuff in writing.
When I worked for CBP our District Director never met with us as a group. Every communication was written by one of the secretaries and a copy was placed in our individual "mailbox". It may have been only a one sentence communication but each of us got a copy. They went through tons of paper which the janitors tossed nightly.
