No, that would not be a violation. Any state/federally maintained database would not be governed by the law. Any sharing with a business is only prohibited for Heathcare providers.
I've seen the docs many in my family have received for their shots. Doesn't seem hard to reproduce since most of their cards are written in long hand and not typed. Some have stickers for the vaccine and lot number and some have that information written in. Having to show ID and passport to enter businesses will become short lived. Nobody will be willing to stand in line to go to their stores. Nor will the stores want to hire additional people to stand there and check these things daily.
