In my area the 10ac deal was something that was implemented temporarily with new construction I believe, due to the severe drought. I didn't mean for it to come across as it was a permanent law or requirement, especially since I heard this from a friend that mentioned he knew someone that was dealing with the 10ac situation. I know that I was fishing in the 7+ ac lake behind my house last Winter where it went from 4' - 10' deep, now completely bone dry....they even closed the car washes here for a while.
