If he does, and he should, the PEB will have 30 days to listen to both sides and come up with a contract. Both side will have a 30 day cooling off period to go over what the PEB proposed.

During that cooling off period Congress can force a contract on both sides if they want under Article 8 Clause 3 of the Constitution.

Basically if we see a strike or a lockout it's because the government wants it to happen.
