They could, but won't. I'd say you get one free transfer (without sitting out), and then you have to sit a year on the 2nd or 3rd one. Seems a bit more fair to the athlete.
However, if a head coach leaves, then you should also get a free transfer, as it likely means an entirely new staff. For example, when Deion came in and brought in like 85 new players, those departing players should all be able to transfer with no penalty.

Max sent this to me earlier. Max knows him and has had the pleasure of playing with him a couple of times (Max at the time being the youngest guy playing with the big boys) He's going to ND.

So many lax guys are fb guys.
Max started tackle in 2nd grade. Lax in 3rd (because baseball bored him to no end. He wanted to run and hit.). Smart hs football coaches love lax. Off season condirioning, footwork, hands, and contact. The sports are very complimentary.
Something has to change. Kids making more than pros.
If they make 50k a year they should have to pay the school and forgo scholarship money.

I'm going to disagree. Each individual situation can be different. Sure, some of it's a money grab, but other kids have been passed on the depth chart and want an opportunity to play. Other kids want to transfer to a contender. Some kids want to transfer to be closer to home. Many different reasons why a kid enters the portal. Some kids are abandoning a sinking ship, like what's happening at aggy right now.
I'd like to let it run a few cycles and then start looking at instituting new guidelines based on data/experiences.
And there's another reason a why kid might enter. You're probably right.
That's big for us on the recruiting side of this. I refuse to get excited about our offense again until we actually score more the 30 ppg on avg.
