What about a system that designates a tax rate based on how much a corporation compensates it's employees?

A mixture of both?

Both ideas seem pretty good to me. Incentives are the best way to get a business to change their practices. Of course, the government knows this, so it'll never happen. Policy to help small businesses and the average Joe? Not in Biden's America.

Absolutely not. Corporate taxes should be flat, and minimal. Make them low enough to incentivize the repatriation of even more profit-bearing activities.
