You can't line up enough ships to offset an uninterrupted pipeline. Shipping It is better than not having it at all but I'd guess it would not overcome 20% of a free flow pipeline. And I pretty sure UAE is on the human rights watch list for their poor behavior against gays and women. So they are trading one shitty partner to pay to empower a new shiity partner and build them up on the international stage
