The short sellers would hedge their bets by buying these TSO's but the TSO's were themselves shorts, not longs.
So they hedged their shorts with shorts. Brilliant.
So yeah they're expecting a short squeeze. Have been for quite a while, but with FTX blowing up it's looking more likely.
