So, the cartel became known as that due to the military running the org. He said that everyone above the rank of colonel is a full-blown member. Not one person in power of the military is clean. Apparently, several fled a few months ago because they wanted out before the end. Anyone else left is going to die before giving up the grift.

The dude was saying that if you take out the top of the military the people will probably take everyone else out due to sheer anger.
