Why hasn't it ever been proposed by either side, as a one time expense, provide funding to any eligible voter aged person and doesn't have an ID? We can even provide funding for their time capped at 2 hrs at minimum wage. Reimburse or provide an advance/voucher for any travel expense (capped at a certain level without documentation). Then on a go forward basis, on a person's 18th birthday, they get a voucher to pay for any costs to obtain an ID if one doesn't have one along with their voter registration card.
It's been proposed many times. The argument that minorities don't have an ID is a sham meant for stupid people.
Very easy solution:
1) A database search is automatic as part of every drivers license and photo ID search. It determines if you're authorized to drive, vote, and purchase firearms. This is done regardless of whether you ever intend to purchase a firearm or not. Firearm purchase restrictions are not legal without due process, except for 10 day emergency confiscations.
2) Drivers licenses have a charge associated with them, as driving is a privilege, costs money, and the state pays for creation and maintenance of roads. The cost covers the cost of the license, the background database check, and also the cost of photo IDs for anyone who doesn't have a license and wants a photo ID (for any reason - whether to purchase a gun, vote, buy liquor, etc)
3) Photo ID/DLs state any restrictions on them. Gun sellers, liquor sellers, etc are responsible for verification. No record beyond that. No soft registry disguised as background checks. Same rule for ammo purchases.
4) Licenses updated every five years, and immediately upon any felony conviction.
5) universal constitutional carry, including concealed, as long as no restrictions on purchase.
Why this won't happen? Because it was never about keeping guns from criminals or ensuring no legal voters are disenfranchised. And Graham, McConnell and some other Rs don't actually want it fixed either, or they'd be out of office.
