Why hasn't it ever been proposed by either side, as a one time expense, provide funding to any eligible voter aged person and doesn't have an ID? We can even provide funding for their time capped at 2 hrs at minimum wage. Reimburse or provide an advance/voucher for any travel expense (capped at a certain level without documentation). Then on a go forward basis, on a person's 18th birthday, they get a voucher to pay for any costs to obtain an ID if one doesn't have one along with their voter registration card.
