Looks to me like the federal payment system approves every dollar bid with no reviews. This happens when sociology degreed people are hired as engineers and doctors and other professionals.
I sat in on an EPA/industry discussion of a new pesticide and its label. The EPA person said "we will require a 3 year record retention policy on all uses." One person asked, "what not 2 years or 4 years?" EPA person said, "because we've always used 3 years."
No scientific reason just what has customarily been done.
