There are not tens of millions of dead people receiving SSA benefits. There are about 73.2 million people currently receiving SSA benefits (Retirement, Dependents, Disability and Survivors). The Social Security data base President Trump and Elon Musk have talked about is the Numident File (database of every SSN that has been assigned). The Numident File is not/never has been has been the database of people who are receiving/have received SSA benefits.
