I think you are correct. The medals given in the Navy are the exact size as medals in other services. Purple Heart is the same size, as are bronze stars, silver stars, commendation medals, unit citation medals, campaign medals, national defense service medal and all others. The medals on pockets and other places signify unique positions such as Chairman of the Joint Chiefs.
