It should be legalized (weed) as they are and have been spending Billion$ on the War on Drugs and more and more comes in. Legalize it and make it a tax revenue source. Politicians are stupid. However, much of their offshore income would take a hit and they don't want that. They would screech like the socialibdems are screeching about USAID cuts---which will expose them for their graft, grift and corruption...both sides.
