The only scenario I would be compelled by in the context of "devolution" or the "controlled demolition would be this series of events
A Pub wins
B Dem alleges fraud
C Dem demands audit
D Audit reveals the dems cheated and the margin of victory was much bigger in favor of the Pub
That is the type of act in a theoretical controlled demolition plot
