The power grid isn’t a matter of protecting every transmission line and substation. That would be near impossible and, frankly, unnecessary. The key to defending the grid is handling an outage and making sure there is no cascading effect. All transmission-owning entities have required plans to handle such contingencies. Plus, line and substation outages happen all of the time due to natural causes (storms, animal infiltration, etc.).
