The "Explanation" to that quote is a real doozy. Basically, poor people in 3rd world countries breed like rabbits to ensure enough offspring survive. Well if you create GREAT vaccines, the offspring have a much greater chance to survive, thus decreasing the need for breeding like rabbits thus decreasing the population.
