Problem is that they own the land. Fed owns like 80%+ of Utah. Some have tried to argue equal footing for the state to take possession but no one has had luck.

It doesn’t. It also doesn’t grant them police powers for the FBI, US Marshall’s, etc. They technically need an amendment to outlaw drugs. They aren’t following the constitution.
