How about alcohol? We tax that fairly efficiently.The problem with weed is it's an established and accepted black market and can be grown just about anywhere. They were never going to get any tax money the second they tried to put legal hoops to jump through and when you make it recreational, all that does is allow the black market weed to be smoked out in the open.
Tax argument, if I had to guess, likely assumed the black market disappeared. Which is impossible.
