While the border IS a military issue, there are those who treat Trump like a demigod. He's a little late to the party. Much to the chagrin of critics I said a couple of decades back that this is not a legal / illegal issue, but one where a declaration of war is warranted. Trump means it metaphorically, he has the backing of the Border Patrol Union, so he is saying they are operating with precession, like a military operation.

What makes Trump late to the party? He's been talking about it since 2015.

The military does not have the ability to arrest and deport, they can only place obstacles and assist the BP.

Why set up a false flag? This is a military issue. Foreign governments are using human trafficking to attack the United States and break them financially and in their ability to enforce laws without drawing down on hordes of people flooding the border.

Declare a war. Get the military to take the flood tide back to the capitol of their native country and then let the military take over that government and demand payment for bringing their citizenry home.
