There's definitely no chance that he wrote the bill. He may have literally written the words "infrastructure bill" on a sheet of paper, but I doubt he would know how to spell that.

Well, he is known to have a history of plagiarizing but at this point I don't think he's got enough brain cells to even copy someone's else's work. Sundowner Joe's only functional hours are from 11 to 3....and that's being generous.
