I think he was mostly yelling that to the guy in the car. I originally had your thought but the other view makes seem like the driver was asking him some questions and the cop just wanted him to sit still and shut up.

I'm gonna say it... If he had learned how to put his car in park, he might have actually gotten one swing off at the cop. Luckily, his fumble allowed the officer time to turn, fully face him, and digest the situation.
