A driver's license in Texas is still valid for 2 years after it has expired insofar as not having to retake the driving test. I suspect having a written appointment time and expired DL in you possession while waiting to renew will avoid any problems if stopped. Try going to a smaller city away from the large cities. I did that and got in and out before my appointment time.
Social Security offices will not let anyone inside regardless of the issue. I suspect it will be this case for all government agencies from now on. They simply do not want to see anyone in person.
Interesting things about title companies. They want a valid, not expired, DL as picture ID in order to close a real estate transaction. At least that's what they say. But, when faced with making a fee or not, they have an affidavit that can be filled out to close the deal. I've seen it happen twice in my family. Relative was buying a house. Husband didn't want to renew his DL (expired the day before the closing) with the old address and have to get another with the new address. At closing, the title company said he'd have to go stand in line and renew before they would close. He told them that he would walk away and not buy the house if they insisted. Both realtors and title company went ape shit. The deal was closed.
