I’m all for $0 for the fed, but Jerome Powell doesn’t have anything to answer for. This type of cost overrun is pretty typical for federal construction. It’s a big project so it’s a big number, but federal construction projects don’t get completed in the original budget.
Congress is the one who allocated this money. They are the ones with explaining to do.
