There is only one reason that this money trail is this complex and it's because you are laundering money. In this case not outside the country, due to all of those "hops" being IRS Tax ID Numbers, but to commit a fraudulent act against The United States of America.
The above movement of government funds from their legal intended purpose into the coffers of traitors like Bill Kristol is some next level shit and violates likely at minimum of a half-dozen federal statutes. All of which the "Statute of Limitations" has not expired.
