Many of those independent agencies are used to reward friends, relatives and donors with obscene salaries and benefits. Much like 501(c)(3) non-profits.
Most people vote party affiliation or name recognition without knowing anything about the person. Nor do they believe anything negative about them. Some vote for expected handouts.
Booz Allen probably was charging the gov't 2-3 times what they were paying this chap.
I think you can accomplish much of that. Overturning Biden’s singular actions like pardons should be easy. Possibly the legislation, too. It would be near impossible to claw back the funds to foreign nations from a legal sense, but sanctions until the money is returned would be popular. It would be invalidating his actions due to fraud vs reversing an election.
