The Duran is saying that Russia is debating going from a special military operation to an anti terrorism operation. Legally this would let Russia strike more targets and use more lethal force than they have been. Electric, internet and water is all on in Ukraine. Russia just cut 25% of their electric off after that offensive. If they pass the anti terrorism stuff then they were saying look for Ukraine to go dark... and Ukraine actually sells excess electric to other countries... that goes bye bye.
It sounds like Russia is going to make Europe pay and they want to make sure China backs their play. If they cut gas supply to Europe and cut electric in Ukraine I think they fear that people will want a full blown invasion of Russia proper.
