Professional firework organizers often launch a long lasting parachute flare to identify upper air movement. They want to know how fast smoke moves to space out launches of new explosives. If the air movement is slow, then the smoke from the last explosive needs more time to disperse before the next launch. Multiple launches of the long lasting floating flares are normal during a firework expo. Especially before the grand finally.
The heat of the long lasting flare gives uplift to the small parachute above, resulting in a hovering appearance from the ground.

If I remember correctly, this guy, a former cop btw, campaigned on being against mandates. With that said, him being a democrat, he could have said he was going to not allow anyone to leave their house for 2022 and he would have won in a land slide regardless in NYC. They are the most ignorant voters of any place I have been in this country.
