I think so but to the extent we can blame them for too broad of language rather than our own passivity, the language levying power to Tax to Congress is too empowering

A real movement would repeal the 16th amendment and enact a new tax paradigm via an amendment/Constitutional convention explicitly prohibiting taxation of income of any sort and proscribing federal rates for sales tax
