Seems like it would be cheaper to line the border with LRAD's Long Range Acoustic Devices. Have a central control room to watch cameras along the border and rotate the sound antenna towards people trying to cross the border. These are mobile so they can be moved around to further interfere with people/drugs/weapons crossings.
