Take the masks off the helmets and a lot of the head contact will wane. It will also stop face mask penalties, hands to the face and some targeting. If they want to protect the eyes put shields on helmets like hockey helmets (no face masks).

Mike Ditka argued for this decades ago when he was on one of the pregame shows.
It's makes total sense. They've invested so much in making the equipment stronger and safer but the key is the head and neck are still the most vulnerable parts of the equation.
He said we needed to go back to the leather helmet and even minimize the shoulderpads as well.
I think they could also go back to the "tackle and control" rule. If you watch old videos in the 50's of games, if you knocked a runner down, he could get back up and continue. You had to actually tackle and control the player for a beat till the whistle blew. It would require the tackler to use the proper form instead of going for these "kill shots".
Watch how rugby players tackle. It should be just like that.
