If this were true, I would just move. Africa is starting from a low level and foreign aid eliminated natural selection. Russia has high promiscuity and divorce, so it must be dysgenic. China's one child policy was highly dysgenic because only the most stupid didn't follow it. And now promiscuity is slowly rising in China. So as I said, only groups that explicitly reject modern culture have a chance.
