Tort Reform. Stop allowing nonstop malpractice lawsuits over every single thing, and MDs can branch out from the Hospital Bureaucracy and open their own private offices. Much greater care would be given because they wouldn't answer to pieces of shit MBA assholes that just want to maximize profits.
