Chevron knows something you don't.California is closing refineries, at the same time they're increasing regulations on the remaining refineries.
That part is obvious.
What isn't so obvious is... where does California get its oil? Not Texas, that would be way too easy... For the most part they import oil from India and South Korea.
Where does India and South Korea get their oil?
Quite a lot came from Venezuela and Iran.(notice past tense here)
Who else wants that supply? China.

Brent Crude is up 23% over the past month. The supply chain is getting way more expensive now, which means it's going to get more expensive for India and South Korea, which means it's going to get even more expensive for...California.
