People are stupid.
The answer to #1 in short imo, people are majorly uninformed and a significant amount skip questions.
Many are concerned about how the additional revenue will be spent. Betting on collegiate sports is irrelevant. This is a deep long standing subject w casino Unions and politicians that they constantly battle.
There are many that do not feel it is appropriate to bet on collegiate sports too.....

To ensure voter integrity and restore faith in our election system. Sadly, this could all be done by required common sense measures like voter ID.
