“Bobby Kennedy said in 1963 that Congress and the states” chose to give Washington, D.C., electors but not statehood “in the form of a constitutional amendment,” Manchin told WVNews on Friday. “Hence, it is arguable that the choice can now be reconsidered only by means of another constitutional amendment.”

Oklahoma is looking better by the day to be honest. Liking what the legislature is doing there. South Carolina is like Oklahoma light, so not all bad where I am.
They would need Sinema as well as packing the court first to make sure SCOTUS wouldn't stop it.

They would need Sinema, Manchin and about 17 RINOs I believe. That aside, this is a non issue as it would literally take a constitutional amendment which would also require 37 (I think) States to vote yes as well.
