Yes.
Probably not as bad as Baltimore. Stayed in a hotel downtown a few years ago. Instead of mints on the pillows, they left mini bottles. No joke. Not complaining about free liquor, but I think they wanted us to forget any memory of that town.

Burbs are pretty typical for upstate but inside city limits is also pretty typical for that state.
