A Possible Mechanism for Rogue Directed Energy Attacks

Last week, Fox News commented on "suspected directed energy attacks on CIA agents." See the video here:

These events are being compared to an incident that happened in Cuba in 2017, in which US diplomats experienced a strange condition has come to be labelled as the "Havana Syndrome"

Focusing on the the section discussing microwave energy in the Havana Syndrome wiki page, a few interesting details can be pulled out which we can dig in to deeper:

"Golomb wrote that (1) the nature of the noises reported by the diplomats was consistent with sounds caused by pulsed RF/MW (radio frequency/ microwave) via the Frey effect"

"In December 2020, a study by an expert committee of the U.S. National Academies of Sciences, Engineering, and Medicine, commissioned by the State Department, released its report, concluding that "Overall, directed pulsed RF energy ... appears to be the most plausible mechanism in explaining these cases among those that the committee considered" but that "each possible cause remains speculative" and that "the report should not be viewed as conclusive".[20][2]
[4]"

The Frey effect, also called the microwave auditory effect, is named after a scientist named Allen Frey. If you go through some of Frey's academic papers, you might come across this very interesting paper titled Neural Function and Behaviour: Defining the Relationship. This paper discusses a study where rats have a fluorescent agent injected into their brain (for imaging) and then are exposed to three different cases of RF energy: pulsed, continuous wave (CW) and sham-covered (shielded) exposure.

The power levels of the pulsed energy group was exposed to a peak power of 2.1 milliWatts /cm^2 and an average power density of 0.2 milliWatts /cm^2. The CW group was illuminated with an average power density of 2.4 milliWatts /cm^2. For reference, these power levels are the same orders of magnitude of the minimum leakage requirements for US microwave ovens: The United States FDA requirement states that new ovens may not leak microwave radiation in excess of 1 mW/cm2 at 5 cm (2 inches) from the oven surface and that, once placed into service, the maximum permissible microwave radiation is 5 mW/cm2 at 5 cm from the oven surface (https://mpoweruk.com/radio.htm).

The results of the study are tabulated here:

Looking at the table, it can be seen that the animals exposed to the pulsed energy showed more than double the fluorescent intensity versus the CW cases, while the sham-covered group was barely impacted in any case. The number of brain sections that showed fluorescence denoted in the second part of the table shows similar results.

This means that the RF exposure was likely causing some kind of breach of the blood-brain barrier which led to the fluorescent agent "bleeding" through. The phenomenon is greatly intensified when a pulsed waveform is used.

In the conclusion the article states:

"It appears that RF electromagnetic energy affects brain permeability and behavior and that pulsed energy is more effective than CW energy in affecting said brain permeability and behavior. These results indicate that there is an association between behavioral modification and brain permeability change when similar RF energy parameters are employed"

After digging into Frey's article, it can be seen that the conclusion drawn from the study commissioned by the State Department is not only viable, but in fact plausible.

So how easy is it to gain access to pulsed RF energy? Can anyone gain access to that technology through "over the counter" electronics?

This is just over $100 bucks at Walmart.com

Get some resistors and capacitors to generate signals you can use to up-convert to the desired frequency, an RF mixer for a few hundred $ and you could make your own antenna. Could be done for under $1000. But don’t do this at home or the FCC will put you in prison.

Actually I found another way to do it. Frey did his study at 1.2 GHz. WiFi is 2.4 GHz, so just get an old router, one of these frequency dividers:

Then you would have the same 1.2 GHz carrier. Get one of these to mix that signal with the one from the $100 function generator above:

You could make your own Yagi antenna (3D printing would be very useful here), and you could be melting rat brains in minutes. But again, don’t do this at home please.

I wonder how difficult it would be to direct it with a phased array. Add a sniper scope to it as well.
